When the public education system evolved in the late 19th century, its objective was to provide all children with equal opportunities for a quality education once available only to their wealthier counterparts. Now, over a hundred years later, parents, children, educators, and local governments are still struggling with school systems that are "more equal" in some regions than others. In this thought provoking two-part series, the first volume, There's No Place Like Home: The Return to Homeschooling, examines a movement that has become a popular choice for an increasing number of American families. Although reasons for homeschooling are varied, the majority of families interviewed cite religious or moral reasons, with others claiming that their children have special educational needs that are not being addressed by the public school system. In addition to parents and students sharing their experiences, the program also interviews advocates and educators who tackle issues such as the lack of regulations, standards, or testing for home-educated children, as well as the question of whether parents are qualified to teach. Volume two, The Right Choice? Charter Schools and Voucher Systems, discusses the controversy of vouchers, charter schools, and public funding for private schools. In addition to visiting a charter school, the program includes an extensive look at a voucher/tuition waiver program in Milwaukee, Wisconsin. While many families appreciate having the choice of where to send their children to school, others point out that the program only assists the wealthy who can afford the expenses not covered by vouchers, and the very poor, whose fees are subsidized by taxpayers, leaving middle class families with few viable alternatives (but still footing the bill). Meanwhile, the tax dollars going to private and charter schools further stress the already tight budgets of the local public schools.
