Filmmaker Rachel Boynton chronicles the political and social upheaval created by a recent oil boom in the African nation of Ghana, with ears open to all sides (even guerillas) in a case where vultures (or heroes, depending on one's perspective) of mega-capitalism descended on the country, eroding government integrity and public trust. The discovery of the "Jubilee" oil field brings Texas-based energy firm Kosmos to Ghana with the aim of helping to develop the nation's resource while promising that the benefits will trickle down to the common folk. But a decline in markets threatens to winnow Kosmos's huge profits, and the Americans begin to backpedal when a new, less foreign-business-friendly government is elected. Allegations of influence-peddling suddenly fill the African media, although local businessman George Owusu—who singlehandedly brought in outside corporations—claims that he's being unfairly persecuted. Throughout the drama in Ghana, Boynton compares/contrasts neighboring Nigeria, a notorious kleptocracy where oil money has thoroughly corrupted officials, and armed rebels sabotage (or steal from) drilling rigs. Whether Ghana goes the same route is still uncertain but the signs don't look good. Extras include an interview with the filmmaker. Offering a powerful examination of the more corrosive effects of big capitalism on the global stage, this excellent documentary is highly recommended. Aud: C, P. (C. Cassady)
