Winning performances by John Cusack as New York's Deputy Mayor and Danny Aiello as a Democratic Party leader with a fondness for Rogers and Hammerstein, are not enough of a mandate to recommend this obvious political drama. Al Pacino, though, does command the screen as New York Mayor John Pappas, whose well-oiled political machine breaks down in the wake of a suspicious shooting that left a six-year-old bystander dead. Audiences will guess the truth long before Cusack's idealistic character does. Still, the high-powered cast will earn this some votes. An optional purchase. (K. Lee Benson)
