Jean-Claude Van Damme stars as the world's greatest counterterrorist who runs afoul of his vengeful nemesis Mickey Rourke (in a sinister, low-octave performance). But he's not going one-on-one. He recruits weapons specialist Dennis Rodman, which explains all the tonsorial jokes ("Who does your hair? Siegfrid or Roy?") and basketball puns ("Offense gets the glory, but defense wins the game"). The elocutionally-challenged co-stars would drive Henry Higgins to the gutter, but Hong Kong director Tsui Hark stages outrageous action sequences, including a climax that involves the Roman Coloseum, land minds, a tiger and an infant.
