Delivering on its video jacket promise of "non-advertised, easy, inexpensive measures to save you money," Controlling Home Utility Costs' common sense tips and suggestions will be thoroughly familiar to residents of cold climates: caulking, programmable thermostats, putting insulation behind face plates on electrical outlets, etc. What will be new and valuable, however, is the 3-part system for rating adopted measures designed to save energy and reduce concomitant costs. By calculating the Energy Savings Investment (money you spend on each measure), Energy Savings Annually (money you save in a year), and Energy Savings Payback (time required to get your money back) on each energy saving measure, viewers will be able to see what they will or will not save. While hardly an exciting presentation or topic, the money saved by homeowners will provide ample compensation. Recommended. Aud: P. (S. Fisher)

Star Ratings
As of March 2022, Video Librarian has changed from a four-star rating system to a five-star one. This change allows our reviewers to have a wider range of critical viewpoints, as well as to synchronize with Google’s rating structure. This change affects all reviews from March 2022 onwards. All reviews from before this period will still retain their original rating. Future film submissions will be considered our new 1-5 star criteria.
