Based on the 1990 edition of Robert's Rules of Order and intended for those new to the parliamentarian world, this short, simple tape explains that business-meeting rules are necessary for efficiency and courtesy, and outlines the basic "order of business" of a meeting's agenda: call to order, reading/approval of minutes, committee reports, etc. Each phase of the meeting is demonstrated by student government leaders at Ball State University, who are painfully not actors, but do present the concepts-in-action. Discussed in some detail are the basics of the "motion" procedure, but the tape does not consider more complex principles such as amending, referring to a committee, closing debate, laying on the table, or recessing.
