Filled to the brim with admittedly catchy urban music, and cut like an MTV video, this lame Chris Rock/Lance Crouther vehicle stars the latter as the eponymous inner city superhero, who wanders around the ghetto conquering crime with his magic power belt. Think Shaft meets Sponge Bob Square Pants, only worse. Crouther's rendition of the slick ebonics-speaking Pootie is at times very, very funny (no one understands a word he saws, but it sounds so cool that they're in awe), but what might have been a funny Saturday Night Live skit meanders through 90 minutes and eventually just becomes a tedious and irritating live action cartoon.
