The Nicotine War illuminates one aspect of an ongoing issue--government regulation of tobacco products. Aired on the eve of the incoming present congress, this Frontline episode focuses on the question: Can a weakened president support an anti-tobacco policy before a Republican congress with pro-tobacco members in positions of power? We study this problem as we follow the progress of FDA Chief David Kessler, whose concern is not to stop present smokers but to prevent a new generation of children from starting. He hopes to convince the government to stop treating tobacco as an agricultural product and view it as a drug, subject to regulation. To this end we explore the addictive properties of nicotine, examine the tobacco industry's role in manipulating the nicotine content of cigarettes, and develop insights into the political forces that have prevailed in keeping tobacco outside the law. Today, the story continues to unfold. Some strides have been made (smoking bans, shareholder pressures on the tobacco companies), but recently tobacco companies show signs of renewed confidence. No matter; this serious and provocative exploration of the tensions between political and economic reality and public welfare invites discussion.
