Penelope Spheeris once made a punk music documentary called "The Decline of Western Civilization." Since then, she has contributed to it with The Beverly Hillbillies, The Little Rascals and now this. Farley is a gubernatorial candidate's blundering brother (Roger Clinton, Billy Carter and Ronald Reagan's entire family rolled into one, the opposition gleefully notes). Spade is the ambitious volunteer campaign worker who agrees to keep him under wraps. Smirky Spade and bull-in-a-china-shop Farley have undeniable chemistry, but theirs is a one-joke act. Strictly for the Dumb and Dumber set, which recently voted them Best Duo at the MTV Movie Awards. Not recommended. (K.
