Steven Seagal returns as former Navy SEAL expert Casey Ryback, a man who demonstrated in the first Under Siege that he could wield a knife in the kitchen and in the back with equal facility. Here, the fate of the world is again at stake (Eric Bogosian is taking the A train...A for atomic; he possesses the codes to launch nuclear birds and the petulant attitude of a 3-year-old). As per usual, Seagal has to put the hurt on a lot of folk in between the engine and the caboose before life as we know it is saved from the brink of total cliché. Bogosian is no match for the first Under Siege's villains, but the action keeps this train rolling, and Seagal fortunately has very little dialogue. (R. Pitman)
