Thoroughly charming tale in the Local Hero vein has Hugh Grant as a British surveyor who declares a Welsh "mountain" to be a "hill," thereby sending the local village inhabitants into a cartographic snit. Through sheer will, elbow grease, and a bit of subterfuge, the colorful Welsh villagers set about moving heaven and earth to obtain a more favorable ruling. A fine PG-rated film and far better than Grant's (who is not PG-rated) Four Weddings and a Funeral. (R. Pitman)
